Wilson challenges dredging plan (The State)

S.C. Attorney General Alan Wilson has entered the increasingly bitter
interstate fight over dredging the port of Savannah to accommodate larger
ships.

Wilson's office announced Tuesday that the attorney general would represent
the Savannah River Maritime Commission, a South Carolina agency, in
challenging the Georgia port-deepening. The attorney general's decision puts
him on the opposite side from Gov. Nikki Haley, who does not oppose the $600
million Savannah project.

Meanwhile, conservationists said they planned to appeal last week's state
decision to issue an environmental permit for the project, because of its
impacts to wetlands, water quality and wildlife in South Carolina.

The S.C. Department of Health and Environmental Control reversed course
Thursday and approved the permit after denying approval less than two months
earlier for the dredging. DHEC's change of heart, which followed a private
negotiating session with Georgia officials, has ignited a barrage of criticism
from South Carolina leaders who say the Palmetto State will suffer if the
Georgia port is expanded.

Giving permission to dredge the port of Savannah could mean the Georgia
facility will gain an advantage over the port of Charleston. Both ports are
racing to attract larger container ships coming through the Panama Canal ...

South Carolina has been hit hard by the current recession. At the same time, it realizes its hope is in educating its citizens. So it applies the revenues from its state lottery to create a series of grants and scholarships to help its students meet the costs of a higher education. In turn, this money is administered by the SC Commission of Higher Education as well as its Department of Education.

The main grant benefiting from the lottery is the Tuition Assistance Program. It requires filling out a FASFA application and applying for other forms of financial assistance, both regional and national. Otherwise, like most state grants, a high school student should be able to prove his or her residency, graduate from a local high school and plan on going to a South Carolina college. If a student goes full-time, he or she will get $900. If the student can only go on a part time basis, he or she gets $75 per credit hour.
